Megan Wright
With over 14 years of experience in human resources, payroll management, and compliance, Megan Wright has dedicated her career to navigating the complexities of HR with strategic and practical solutions. Her expertise spans employee relations, policy development, labor law compliance, benefits administration, and overall HR operations. Throughout her career, Megan has worked closely with business leaders to build and refine HR infrastructures that align with both organizational goals and legal requirements.
Megan first gained experience in employee relations and business operations during her time as Marketing Director at Pulido Cleaning and Restoration. In that role, she worked closely with employees, managed vendor relationships, and addressed both internal and external concerns. This experience provided her with valuable insight into workplace dynamics, communication strategies, and business management, ultimately sparking her interest in human resources.
Building upon that foundation, Megan transitioned into HR and spent over a decade as the Human Resources Manager for Murrieta Development Company Inc. There, she restructured the HR department, developed employee handbooks, and implemented policies to improve efficiency and compliance. She was responsible for overseeing employee leave programs, managing payroll and benefits administration, and ensuring adherence to both California and federal labor laws. Additionally, she handled claims management for auto, general liability, and workers’ compensation, working directly with employees, subcontractors, and customers to maintain a professional and compliant work environment.
Now, as a full-time consultant partner at DEH Consulting, Megan brings this wealth of experience to businesses in need of HR expertise. Her hands-on approach allows her to integrate seamlessly into organizations, providing support tailored to their unique needs. Whether developing HR policies from the ground up, ensuring labor law compliance, or improving employee relations, Megan is committed to helping businesses create strong, compliant, and effective HR frameworks.

Dustin Stites
Dustin Stites brings over two decades of leadership and strategic expertise in construction, finance, and business operations. Known for navigating complex challenges with clarity and precision, he excels in strategic problem-solving, estimating, financial planning, negotiation, and organizational design.
Dustin began his career in construction as a multi-trade worker building high-end custom homes in Coronado while attending San Diego State University, where he graduated with distinction at the top of his class in Finance. After college, he joined Pulte Homes, working his way up from Assistant Superintendent to Project Manager before transitioning into heavy civil construction with Reyes Construction.
At Reyes, Dustin managed several major government projects, including the CALA (Combat Aircraft Loading Area) project, the Steam Distribution Retrofit at Naval Base San Diego, Harbor Drive Pedestrian Bridge Sitework and Elevator, and the award-winning 1st Avenue Bridge Seismic Retrofit in downtown San Diego recognized as Public Works Project of the Year in 2010.
In 2010, Dustin was recruited by Murrieta Development Company (MDC) to lead their federal pursuits. Starting as an Estimator/Project Manager, he bid and oversaw several design-build infrastructure projects on Camp Pendleton including the TAPS III Lift Station and Vandegrift Sewer Line supporting new barracks construction. He was promoted to Vice President of Operations in 2013. Over the next decade, Dustin played a central role in scaling MDC’s revenue by more than fivefold, while building the systems that sustained the company through economic downturns, a pandemic, and the ongoing challenges of managing a fast-growing construction business.
Dustin’s leadership style is straightforward and demanding but fair. He values execution, follow-through, and addressing problems head-on. He’s not a theorist, he builds systems that work, implements them directly, and delivers real results. He is also a licensed California Real Estate Broker, bringing added perspective to projects involving land use, entitlement, and development strategy.
Now focused full-time on consulting, Dustin helps clients solve high-stakes operational challenges across the construction and development industry. Whether you're a contractor, developer, engineer, or landowner, Dustin and the DEH team provides practical, hands-on support from bidding and estimating to process design, strategic execution, and navigating technical construction complexities. With deep industry experience and a reputation for results, Dustin brings the clarity and horsepower needed to help businesses operate at a higher level.
Shane Moran
Shane Moran has over 20 years of experience in estimating, managing and delivering various construction projects for public, federal, and private agencies. He possesses extensive knowledge and a deep understanding of construction processes and methodologies, achieving professional execution through numerous roles and responsibilities within the industry. Shane excels in inductive reasoning, analytical thinking, and attention to detail when working with clients and delivering tasks. He has proven interpersonal skills, leadership, and initiative.
Shane began his humble career in the trades as a certified pipe welder in the oil and water industries. After years of gaining valuable field experience in the construction industry, he was introduced to estimating and project management. While at Murrieta Development, Shane estimated, negotiated, and managed several key projects at Marine Corps Base Camp Pendleton. These projects included the P-113 advanced water treatment, several raw water well establishments and rehabilitations, along with transmission pipelines spanning thousands of feet around the base.
Through Shane’s real-world experience, hands on knowledge, and collaborative approach, he was offered a position as an estimator for the engineering firm CDM Smith. Over the next five years, Shane became the lead civil estimator for the West Area’s design-build pursuit team in the water and wastewater division. He was fortunate to be part of many successful design-build and alternative delivery projects across the United States. Notable projects included the NEWPP surface water treatment plant in Houston, Texas, one of the largest design-build projects in the United States, valued at $1.6 billion. Another flagship project Shane contributed to was the desalination water treatment plant in Monterey, California, one of the few desalination plants on the West Coast. Through his work ethic and team-driven attitude, Shane was offered a position as Lead Estimator for the design firm Black & Veatch, where he spent the next three years pursuing water and wastewater projects across the country. Over the last five years, Shane has been bidding and negotiating wet utility contracts for private, commercial, residential, and public clients, resulting in numerous successful and profitable projects.
